Overview: L’invention du régime général de sécurité sociale en 1946 n’a pas été le fait d’un consensus national inédit comme on l’entend souvent, mais le produit d’une histoire longue et conflictuelle dont La bataille de la Sécu offre un panorama. Si la Révolution française pose comme jamais auparavant la question de l’intervention de l’État dans le domaine de la santé, elle ne conduit pas à un bouleversement des institutions du soin pourtant rendu nécessaire par le développement du capitalisme. Les premières réponses viennent au XIXe siècle des travailleurs qui organisent dans les mutuelles la solidarité. L’État n’intervient que modérément dans un souci de maintien de l’ordre social jusqu’à ce qu’il entraîne la population dans l’enfer des guerres mondiales, s’obligeant à investir massivement dans les soins. Deux logiques antagoniques s’affrontent en 1946 qui éclairent les évolutions du système de santé en France jusqu’à aujourd’hui : à la « Sociale », fondée sur l’autogouvernement du système de santé par les intéressés eux-mêmes, s’oppose « l’État social », né de la « guerre totale », qui fait de la protection sociale un instrument de contrôle de la population. L’étatisation de la sécurité sociale qui est à l’agenda des classes dirigeantes dès 1946 en a subverti le principe de solidarité, ouvrant la voie à un capitalisme sanitaire dont on ne cesse de constater les dégâts. La pandémie a mis en lumière l’absurdité de ces évolutions et l’impérieuse nécessité de reprendre le pouvoir sur la Sécu.

It was okay. The pacing was a bit slow and I found myself skimming a few pages. It wasn't terrible, just okay. Might work better for someone else, just wasn't completely for me.

Such a great read. The writing style is very engaging. It’s easy to follow but still has a lot of depth. Definitely recommend it if you like this genre.
