Overview: Before commercial whaling was outlawed in the 1980s, diplomats, scientists, bureaucrats, environmentalists, and sometimes even whalers themselves had attempted to create an international regulatory framework that would allow for a sustainable whaling industry. It was okay. Some parts were interesting, while others were a bit of a slog to get through. It's fine if you have nothing else to read.

It was just alright. The pacing was a bit slow and I found myself skimming a few pages. It wasn't terrible, just okay. Might work better for someone else, just wasn't completely for me.
